Dr Florencia Luna is Director of the Program of bioethics at FLACSO (Latin American University of Social Sciences); Principal Researcher at CONICET (National Scientific and Technological Research Council in Argentina); and director of Fogarty training on research ethics. From 2003 to 2005, Dr Luna was President of the International Association of Bioethics (IAB) and in 2006 won the Guggenheim Foundation Fellow award. Currently she is working on global justice and equitable distribution of COVID-19 vaccines.

The topic of the seminar will be A way forward on identifying and evaluating layers of vulnerability.
“Vulnerability” is a key concept for research ethics and public health ethics. This term can be discussed from either a conceptual or a practical perspective. Florencia Luna proposed the metaphor of layers to understand how this concept functions from the conceptual perspective in human research. In this seminar Luna will introduce the notion of cascade vulnerability and outline the dispositional nature of layers of vulnerability to underscore the importance of identifying their stimulus condition. In addition, she will explain three kinds of obligations and some strategies to implement them.
